Convert supported legacy rules and report unsupported semantics without starting watches

ding migrate --config LEGACY.yaml --out NEW_DIRECTORY [flags]

Options

      --config string   legacy configuration path (default "ding.yaml")
  -h, --help            help for migrate
      --json            emit a versioned migration report
      --out string      new output directory

Options inherited from parent commands

      --state-dir string   directory owned by the local daemon (default "/home/runner/.config/ding/watch")
